Construction, Demolition & Land Clearing Debris (CDL):
Demolition waste is defined by the State of Washington, and in the Spokane County Health District Regulations, as “ waste, largely inert waste, resulting from the demolition or razing of buildings, roads and other man-made structures. Demolition waste consists of, but is not limited to, concrete, brick, bituminous concrete, wood and masonry, composition roofing and roofing paper, steel, and minor amounts of other metals like copper. Plaster (i.e., sheet rock or plaster board) or any other material, other than wood, that is likely to produce gases or a leachate during the decomposition process and asbestos wastes are not considered to be demolition waste.”
Construction waste is not defined by the State of Washington or the Spokane County Health District. However, the Department of Ecology has defined construction waste as “ resulting from the construction, remodeling and repair of buildings and other structures.”

Non-Processibles:
Items which cannot be handled by the Waste to Energy Facility (non-burnables and over-sized items) are shipped by rail to the Rabanco Regional Landfill in Klickitat County. These materials are accepted at System facilities as regular solid waste, but they are sent to the Intermodal facility rather than to the Waste to Energy facility.
“WHITE GOODS":
Appliances, because they require special handling, must cross the scales at the regular solid waste rate. After the Freon is recovered and other hazardous components are removed (mercury switches, capacitors with PCBs in some older appliances), the appliances are recycled as scrap metal.
